Does this mean there is no need to comply with Building Regulations? The Bsia Regulations are a set of minimum legal standards that you must comply with any time you carry out building work. Building work includes new buildings, extensions, plant replacements and window replacements. There are some exempt building types, for example, buildings not frequented by people, and buildings intended to remain in place for no more than 28 days.
However, having the right to carry out building work in a particular location does not result in an exemption from the Building Regulations. Planning consent is a completely separate issue from Building Regulations compliance.
Planning is all about what you can build where, and what activities can be carried out in that building. Building Regulations are all about health and safety, welfare, accessibility and energy efficiency. What does this mean and is it still possible to use it? The status obsolescent is a bit of a strange one, while it is technically a withdrawn standard it is also still current.
BSI recommends that obsolescent standards are not used for new equipment or processes but do state they can bsia be used to service existing equipment that is unlikely to be replaced. What regulations and specifications will apply to the prison building programme? The construction of prisons is subject to the same regulations as other building construction that includes Building Regulations bsra appropriate, health and safety and fire regulations, and various regulations relating to the provision of utility services.
Government policies relating to energy and sustainable development also apply, including guidrlines requirement to achieve the highest BREEAM rating of excellent for energy efficiency for each building. NOMS produce a wide range of specifications and standards covering every aspect of building design, including lighting and ventilation systems. The Waste Incineration Directive covers oil heaters, while the Environment Agency and local authorities are the regulators under the Waste Incineration England andWales Regulations The Regulations apply to all new and existing installations from 28 December They are therefore exempted from the Regulations.
This position is still under review. It must be borne in mind that any waste oil may be contaminated by other substances associated with motor engines. Equipment compliant with this standard is more likely to be accepted by the regulators.

How is Part L of the Building Regulations applied to historic buildings? These legal requirements apply whenever building work is being carried out, regardless of the type of building. However, the Building Regulations do not define reasonable provision, nor how it can be demonstrated.
The Approved Documents provide guidance guidelinee ways of meeting the Building Regulations for common types of building work. The provisions of the Approved Documents are not legal requirements, and the applicant can always choose other means of demonstrating that reasonable provision has been made.
The reason for this set up is to give applicants flexibility in how they achieve the functional requirements. The Approved Documents give general guidance regarding historic buildings, but no specific guidance on how to show bsrria for any given type of building work.
The Regulations offer guldelines basic principle: The work should not prejudice the character of the host building or increase the risk of long-term deterioration of the building fabric or guidelinee. I am working gsria a project that includes a pressure vessel requiring a written scheme of examination. Who is responsible for writing this? Under the Pressure Systems Safety Regulationswritten schemes of examinations are required for certain pressure vessels. The scheme must be written by a competent person, and examinations must be carried out by the competent person.
Since the system will most need to be operated prior to handover for commissioning purposes, it would make sense for the contractor to arrange for a competent person to produce the written scheme. To avoid confusion, this should be stipulated in the contract.

This question is a good example of data in common use, even though its origin is generally unknown. From a planning perspective, buildings are classified according to their purpose. In brief, the classes are:. Also, increasing the capacity of exterior lighting on an existing building may trigger the need for consequential improvements to the energy efficiency of that building. The trouble is, there is nothing in the approved guidance that defines energy efficient exterior lighting for non-domestic buildings.
It would be up to individual building control officers to judge whether an exterior lighting design meets the Building Regulations. Guidance for exterior lighting on dwellings can be found in Table 40 of the domestic building services compliance guide.
NIA is the usable area within a building measured to the internal face of the perimeter walls at each floor level. It will include areas occupied by grilles, lift lobbies, atriums, kitchens and areas occupied by trunking.
It will exclude areas such as plant rooms, fuel stores, meter cupboards, permanent plant, and toilets. What will complying with the new Part L guidance for housing entail? The concept of FEE has been around for a while and was calculated for the energy credits under the Guidelunes for Bdria Homes.
It is calculated through SAPbut there is now a mandatory requirement to comply with a target value. With the introduction of guidellnes fabric performance standard in addition to the TER Target CO2 Emission Rate values, a fabric first approach will need to be taken, but renewables or MVHR are likely to form part of most strategies for compliance.
What specific considerations will there need to be made while meeting the TFEE? The industry has been preparing to offer solutions for improved U-values across construction types in anticipation of the full FEES standard becoming mandatory from The focus in the guicelines Part L will however be on providing adequate information to support heat loss calculations through thermal bridging.
Some construction system manufacturers offer standard details with corresponding psi-values and software is available for designers and consultants to calculate these for guuidelines details.
More guidance and information on this is due from DECC.
Have there been any changes to the minimum requirement for system efficiencies? The Domestic Building Services Compliance Guide has been updated to correspond with the current version of the Building Regulations, both for new build and existing dwellings. The table below gjidelines some of the minimum efficiencies required from the heating services.
The values quoted remain in line with the version of the guidance document. Will there be a shift in focus for services installation and commissioning guiidelines comply with the new part L? The report highlighted significant and consistent shortcomings in the observed procedures for the installation and commissioning guiselines building services in new homes, with a particular emphasis on mechanical ventilation systems with heat recovery.
The report also acknowledged a lack of clarity and consistency in the guidance and procedures for carrying out commissioning. It is anticipated that developers, homeowners and RSLs and Building Control officers will all be more aware of this requirement. Firstly, it should be pointed out that the UK Building Regulations are not necessarily applicable in Wales as they are in the rest of the UK. In responsibility for the Building Regulations in Wales was handed to the Welsh Assembly which means they have the vuidelines to uphold the UK Building Regulations or make changes specifically for Wales.
In terms of sprinklers in Approved Document B was updated by the Welsh Assembly to say that from January automatic fire sprinklers were to be made compulsory in all new and converted residential properties in Wales. However, there are certain transitional arrangements in force depending on the bsriia approval dates that may mean you do not have to comply.
